Regulatory overview
eFoiling in the United Arab Emirates is regulated under the same personal-watercraft regime that governs jet skis, with authority split between the Dubai Maritime Authority (DMA, formerly DMCA), Abu Dhabi Maritime (a department of AD Ports Group), and the federal Ministry of Energy & Infrastructure. There is no UAE regulation that names eFoils explicitly; authorities classify them with personal watercraft (jet skis, water bikes, power skis, wave runners) under Abu Dhabi Jet Ski Regulation 171-2017 and Dubai Law No. 11 of 2010 / Executive Council Resolution No. 11 of 2013 on vessel licensing.
Private riders need a registered craft, civil liability insurance, and a Marine Craft Driving Licence in Dubai or a Power Boat / Jet Ski Licence issued by Abu Dhabi Marine Sports Club (ADMSC) in Abu Dhabi. The Power Boat Licence is valid 1, 2 or 5 years. Minimum solo age is 16, with 14–15-year-olds permitted only under qualified supervision; passengers may be carried from age 12. Customers of licensed rental and eFoil schools are covered by the operator's commercial permit and insurance and do not need a personal licence. Commercial eFoil schools in Dubai operate under fixed DMA permit zones; private owners must register the craft and hold the marine driving licence.
Operations are banned inside Palm Jumeirah and Dubai Harbour: under DMCA notice of 2 August 2021, fines start at AED 500 for a first offence, AED 1,000 for a second, and AED 1,500 plus one-month impoundment for a third. Operation is also restricted within roughly 300 metres of swimmers and beach zones, inside commercial ports (Port Rashid), at the Dubai Marina entrance (5-knot no-wake), and inside the Marawah and Sir Bu Nair Marine Protected Areas. Designated water-sports corridors off Jumeirah 1–3 and the Palm Jumeirah Outer Crescent (guided tours only) remain open.
Enforcement is by the DMA Marine Patrol in Dubai, Abu Dhabi Maritime patrols and Coast Guard, and the federal authority for cross-emirate matters. Bringing an eFoil through customs requires a temporary import declaration; lithium-battery air-freight rules apply. Riders should always check the latest DMA / Abu Dhabi Maritime advisories before launching, particularly during major events (Dubai Boat Show, Formula 1 in Abu Dhabi) when temporary exclusion zones can be issued by the harbour master.
