Le Morne is the postcard of the Indian Ocean kite-and-foil scene, and the lagoon south of the basaltic peninsula is among the most consistent flat-water riding zones on the planet. The outer reef, roughly 1.5 km offshore, takes the brunt of the southern swell and delivers the lagoon as a protected playground — chest-deep over white sand, side-shore SE trade winds from May through October, and water temperatures that rarely dip below 22 C. Beginners stay in the inside section near Le Morne Beach and the Kite Lagoon. Intermediate riders work the channel along the reef, and advanced riders with permission can play in the swell at Manawa or watch the surfers on One Eye from a safe distance. Le Morne is a UNESCO World Heritage site (the Cultural Landscape of Le Morne), so respect on the water and on the beach is non-negotiable. The lagoon sees heavy kitesurf traffic during the trade season — eFoilers should ride low, stay clear of kite corridors, and never drift toward One Eye, which is a surfing-priority break with reef-shallow takeoffs. Mauritius regulates motorized watercraft inside lagoons under the Integrated Coastal Zone Management framework; commercial operators need a Tourism Authority pleasure-craft licence, and most resident schools (based at the Indian Resort, Dinarobin, and the public beach) handle launch logistics for visitors. Shark reality is mild here: bull sharks are occasional outside the reef but the lagoon itself is functionally shark-free for foiling depths. The bigger hazards are coral heads on a low spring tide and the acceleration zone where SE trades funnel between Le Morne mountain and the Baie du Cap headland — wind can jump 8-10 knots in 200 meters. Best months are May-October for trade-wind consistency; January-March is the cyclone shoulder and best avoided for trip planning.
