Denmark classifies eFoils as 'vandscooter eller lignende fartøjer'. A vandscooterbevis (jet-ski certificate) is required, riders must be 16+, carry liability insurance, and observe a 300-metre coastal exclusion zone — riding inside it is permitted only for perpendicular transit at 5 knots.
Regulatory overview
Denmark regulates eFoils through Søfartsstyrelsen (the Danish Maritime Authority) under the category 'vandscooter eller lignende fartøjer'. Søfartsstyrelsen has confirmed that this category includes electric surfboards, SUP-boards and jetboards — meaning eFoils are treated as PWC-equivalent and require a vandscooterbevis (jet-ski certificate). The certificate exam may be taken at 15, but operation is only permitted from age 16. The certificate must be carried while riding. Importantly, the speedbådsbevis (speedboat licence) does not authorise jet-ski / eFoil operation — they are separate certifications.
The headline geographic restriction is the 300-metre coastal zone: it is forbidden to ride closer than 300 m from land except when transiting perpendicularly to/from the coast at a maximum of 5 knots. Inside harbours, the 5-knot limit also applies. Beyond 300 m, normal Søvejsregler (maritime traffic rules) apply, with speed limited only by safe-navigation duty and local bylaws. The 0.5-promille blood-alcohol limit applies to operating any vessel.
Mandatory third-party liability insurance has applied to vandscootere and speedbåde since 2018, covering personal injury (~DKK 27 million) and property damage (~DKK 13.5 million). Operation is prohibited inside Natura 2000 sites, vildtreservater, marine protection areas and bathing zones; Limfjorden, Roskilde Fjord, the Kattegat coastline and the Baltic coasts off Bornholm and Lolland-Falster are common foiling waters when respecting these zones. Municipalities (Odsherred, Copenhagen) may add further local bans or designated launch areas.
Penalties include fines for riding without a vandscooterbevis, breaching the 300-metre rule, exceeding the alcohol limit, or entering protected zones; repeat or aggravated offences can lead to confiscation of the craft. Enforcement is by Søfartsstyrelsen, the Danish Coast Guard and police. The 2023–2024 reforms tightened licence requirements; the broader 1 July 2025 Søfartsstyrelsen rule package focused on commercial maritime (cybersecurity, MARPOL) and did not specifically change PWC rules.
