Mission Bay is a man-made saltwater lagoon carved out of the San Diego coast in the 1940s and now spans roughly 4,600 acres of dredged channels, islands, and beaches. The bay is shallow, almost wind-protected, and consistently flat in the morning before the Pacific sea breeze fills in around noon at 10–15 knots. Water temperatures sit between 60 °F in winter and 72 °F by late summer, so a 3/2 wetsuit covers most of the year. Launch points are everywhere: Santa Clara Point, Mariners Basin, Crown Point Shores, and Fiesta Island all offer beach put-ins with parking and restrooms. San Diego has a developed eFoil scene with several schools and demo operators based around the bay, and the wide Pacific Passage gives instructors a long, deep, obstacle-free corridor to teach in. USCG Policy Letter 01-22 classifies powered hydrofoils as vessels, so California requires DMV registration for the board and a California Boater Card for riders 16 and older. Mission Bay's 5 mph zones near swim areas and the no-wake rules around Quivira Basin should be observed.
