Newport Harbor is a 1,000-acre fully enclosed harbor formed behind the Balboa Peninsula, holding nearly 9,000 boats and eight inhabited islands including Lido, Balboa, and Harbor Islands. The water inside is essentially flat year round — the peninsula blocks Pacific swell entirely — and the afternoon sea breeze is mild at 5–12 knots, which keeps the surface ridable even when conditions are rougher offshore. Water temperatures swing from about 60 °F in winter to 70 °F in late summer. The harbor's broad turning basin off Newport Dunes and the channels around the upper bay offer the calmest, lowest-traffic riding, particularly on weekday mornings. There are public launch ramps at the Newport Dunes Aquatic Park and 18th Street, and several local outfitters run eFoil lessons and rentals out of the bay. Newport Harbor enforces a strict 5 mph speed limit throughout, with no-wake zones around moorings and the Balboa Island ferry crossing — eFoils are subject to the same limit and are required to give way to sail and human-powered craft. California DMV vessel registration and a California Boater Card for riders 16+ are mandatory.
