Tampa Bay is Florida's largest estuary, a roughly 400-square-mile inland sea protected from Gulf swell by the Pinellas peninsula. The combination of shelter, shallow depth, and warm water makes it one of the easiest places in the country to learn to foil — most days the bay is glassy from sunrise into mid-morning before a westerly sea breeze fills in off the Gulf. Popular launch points include Davis Islands and Ballast Point on the Tampa side, Fort De Soto, the Skyway flats, and the calmer pockets around St. Petersburg. The water rarely sees the steep chop you get on a true ocean spot; afternoons in summer build to 12–18 knots and can support downwinders the length of the bay. Manatee speed zones cover the rivers feeding the bay (Hillsborough, Alafia, Manatee) and parts of the inner bay, with seasonal slow-speed restrictions November through March. Summer thunderstorms build fast — early sessions are the rule. Hurricane season June through November.
