Cardiff Bay was created in 2001 when the Cardiff Bay Barrage closed off the Taff and Ely estuaries, converting the muddy tidal harbour into a 200-hectare freshwater amenity lake at depths of 4-8 m. The water is flat year-round, free of tidal current, and wind is generally light to moderate westerly funnelled along the bay's long axis. The Cardiff Harbour Authority regulates all powered watercraft on the bay, requiring registration and enforcing a 10-knot general speed limit with a designated higher-speed zone in the centre for personal watercraft and powerboats — eFoils typically operate within this designated zone. The Cardiff International White Water centre, Cardiff Bay Yacht Club, and several SUP and watersports schools work the bay year-round, and the lock provides controlled access to the tidal Severn for those wanting open-water sessions (advanced only — the Bristol Channel has the world's second-largest tidal range). Water reaches 18-20 C in late summer, and the Welsh climate gives a usable season from April through October.
